    • 1). Inflate a balloon to near maximum capacity before tying it securely at the stem. Thicker latex balloons that are rated for use with a helium tank will hold a better static charge and reduce the chances of a popped balloon.

    • 2). Rub a wool scarf all over the balloon for a full minute to build up a strong static charge. Move the scarf quickly in a back and forth or circular motion using light pressure to hold it to the surface of the balloon.

    • 3). Turn off the lights and pull the curtains to make the room dim. The electrical arc is more difficult to see in well lit conditions.

    • 4). Move the charged balloon slowly toward the metal base of a compact florescent bulb. Watch closely for the arc of electricity to jump to the metal base of the bulb and light up the bulb, when the charged balloon is less than two inches away.

    • 5). Recharge the balloon with the scarf if the arc was not visible in the first attempt or to repeat the arc and see how large of an arc you can create.
